Enable almanack table and check ignores

Description

This PR enables the almanack package to ignore certain checks by ID within the table and checks. This might be useful for times where certain checks aren't applicable to an audience and cause unnecessary failures when, for example, using the Almanack as a linting tool.

Generally my approach here started with attempting to address #238 but I found it simpler and cleaner to add in ignores for the time being. It might still be useful in the future to consider warning vs failure modes per check but this could get more complex.
