Sam Niemoeller:
Just heard back from SM team -- this is a known discrepancy, and has been fixed in the a recent release. In future sample products, the SM bounding polygon will simply be a copy of the GCOV bounding polygon. In other words, all products will match.

Can remove the change later after the release
