This PR bumps golangci-lint - we need to address linting errors in other projects.

submariner-io/lighthouse#1615 fixes the linting error in Lighthouse.
submariner-io/submariner#3126 fixes the linting errors in Submariner.
submariner-io/subctl#1216 fixes the linting error in subctl.
