Update Nightly Build Workflow

Describe the change
The nightly build has been failing for several days due to a syntax error in the workflow file caused by the depreciation of Docker Compose v1. This PR updates the nightly build to reflect this migration. Additionally, updated the changelog to include previous changes to the repo including this change.

Tested build command used for the nightly workflow build locally and confirmed that command runs successfully.
