Update mantic.list

Describe the change
This PR updates the mantic.list file to point to the ubuntu archive after the mantic depreciation on 11/14. Ideally in the future we would upgrade to a newer version of 7zip, but this would also require updating the 7zip scanners. also removed unned pin from them antic.list file. Also applied a fix for a chef build issue related to setuptools being explicitly declared in the pyproject.toml file.

Tested with local build of the architecture.
