ok i ran the workflow and it didnt work

just had to run git submodule update --remote to get the submodules to update

ok test successful as per above commit. the trigger is to run the git submodule update command. from there, personnel will run hugo server to preview the site, then hugo to rebuild the site. from there they can open a pull request per #24 and publish the article
