This could be controversial, so I'd be happy to remove it. One of the listed flaws in the proposal for E2c4 was R2' would be disqualified. This would be a way to explicitly allow it in order to be more lenient without causing ambiguity.
Clarify the above additions need to be resolved before applying the solution
