GitHub Action runners have become exceptionally slow, taking over a minute and a half to run a single test that takes a couple of seconds locally. Reduce the number of tests run per shard to compensate for this.

Why did you add this? Github runners have 14 GB of disk space and cache entry for release jobs is about 3 GB.
