set up fathom analytics

There does not seem to be a Vue integration for Fathom out there so I made one over at @ubclaunchpad/vue-fathom to give us nicer access to goals, which seems to the the equivalent of Google Analytics events

TODO:

• can we align the fathom goals better with the GA events? right now we lose a bit of dimensionality (can't see what project gets clicked on a project card click, for example - but the value of this is debatable at best, though this could be resolved by make modal link path-based rather than query-based #172 or add support for load options, new trackPageview options derrickreimer/fathom-client#3)
• goal IDs can probably be defined elsewhere with nicer names
