Major release of UniLib 3.0.0.

Changes since UniLib 2.1:

  • start using Semantic Versioning
  • use t2t_docsys as documentation system
  • renamed the utf{8,16}::{string,buffer}_decoder_helper helper classes to utf{8,16}::{string,buffer}_decoder
  • add version structure
  • fix compilation on Visual C++ 2013.
