chore(deps): bump send and @x-govuk/govuk-prototype-components

Removes [send](https://github.com/pillarjs/send). It's no longer used after updating ancestor dependency [@x-govuk/govuk-prototype-components](https://github.com/x-govuk/govuk-prototype-components). These dependencies need to be updated together.

Updates `@x-govuk/govuk-prototype-components` from 3.0.8 to 3.0.9
