Adding Oxford Nanopore's dorado basecaller and a tool for converting
fast5topod5.Dorado runs on GPU. I've tested the wrapper with Singularity / Apptainer.
Dorado has been requested on tools-iuc but possibly not suitable due to license, so planning to host the wrapper here for now.
