What Does This Do:

Adds a fix to guarantee a rights statement is always written even if accessCondition rules are not followed.
Adds a fixture and a test to make sure the guarantee works.
Updates version and lock file so new version can be published.
Adds dev docs on how to build and publish.


          Fix no rights and add dev docs.
