Initial National IRM snapshot upload

1. Delete Infrastructure Project Part items relating to National Infrastructure Projects
2. Upload National IRM Snapshots
3. Delete this First Time section, since the migration from Featured Infrastructure Projects to IRM Snapshots is complete.
