**** Support getchar() ****
** getchar() support for whisper and swerv platforms
** support getchar() for all swerv cores and change launchers
** remove unused launchers
** missing a fix in ovlymgr.py - should have been along with code overlay data change
** allow sourcing ovlymgr.py even if using gcc and llvm isn't available (utils.py)
** align all .launch files to point to the temporary ovlymgr.py
