Updated the sync code in whosonfirst/wof-sync-os-postcodes#4 and used this to bring back the admin hierarchy against the Feb 2024 ONS release. The admin hierarchy will always come first, followed by the postal hierarchy, so the
parent_idwill now always be an admin record, not apostalregion.Because this is synced against the Feb 2024 ONS release, this PR doesn't introduce any new records or move any existing records, it just changes the hierarchy. I'll follow up with a November 2024 release later.
