Consistently registering webhook but still occasionally dropping "expired" messages

A consumer successfully registers regularly with caduceus, but sometimes caduceus still drops messages as expired. It registers with multiple caduceus at the same time, but only one will consider the consumer expired.

From other investigating that Ivan and I have done, I think this issue is caused by hiccups in SNS and will no longer be relevant once we move away from using it.
