Explosive Debilitation

White Gas cloud that inflicts various negative effects on the player. Specifically poison I, mining fatigue I, and slowness II.
Potion effects do not stack but duration will be refilled while in the cloud.
Shares the same logic as other gas based explosives. See Gas Blast page for more details.
