Purpose of change

Continuing to take aim at the "sit at Nether Attunement 12 in your base" thing.

Describe the solution

When you hit Nether Attunement 5, you can concentrate on 1 fewer power. When you hit Nether Attunement 11, you can concentrate on 1 fewer than that. This does mean if you have Intelligence 8 and no concentration proficiencies, concentrating on anything causes intense concentration. That is intended.

I have other changes that should make it more obvious when you're over your limit, but that'll wait for another PR. For now, there's a message when you hit (and lose) those thresholds of Nether Attunement.

Describe alternatives you've considered

Testing

Concentrated on two powers as a starting character, waited 1 hour, concentration did not break. Set Nether Attunement to 5, waited 1 hour, concentration broke.

Still thinking about other changes that are reasonable, interesting, and make sense.
