Add rviz panel to control OctomapServer (trigger reset octomap service)

This is a proposal to add another rviz plugin: a panel which contains buttons for commonly used services, starting with the reset octomap service:

Looking for feedback on whether this is desired/required amendments (e.g. to make the namespace of the server a variable?).

Yes, looks useful. I agree that the namespace should probably be configurable.
