Reverts #2 ARM builds increases the build time from 5 minutes to almost an hour. We don't have any ARM machines in the on-prem cluster. We can reapply this in the future if needed.

This allows us to run this image in our new multi-arch Azure Kubernetes cluster. Similar to WATonomous/slurm-dist#2 and https://github.com/WATonomous/repo-ingestion/pull/1/files cc @Jimmyj30 --------- Co-authored-by: Jimmy Jiang <[email protected]>
