Describe the Bug:

1. Continue button displays

A button related issue I've found. [Not sure if this should be added to this ticket or if we need a separate bug ticket for this issue] This was also flagged in UAT Bug #464

Every time I'm on the last activity page before moving to Non-attributable Emissions, the Save & Continue button is not working properly. It seems stuck on "redirecting", even before I've filled anything out on the page. Clicking Save navigates to the next page, which is also an error.

I have tested this and the test document is here.

The test results show:

• When Person Responsible is empty Continue button is not displayed - when Person Responsible is empty, Save & Continue is displayed and is clickable, is this the expected behavior?
• Cancel is not displayed under Attachments page
• Back button is visible under Attachments page
• Back button is visible under Allocation of Emission page
• Save button is visible under Attachments page
• Save and Save & Continue buttons perform the same routing functions for Allocation of Emission and Production Data
