Updating jupyter-singleuser from python 3.9 to python 3.11 #3359

Description

After we've updated calitp-data-analysis and calitp-data-maps in #3354 and #3357, this should enable us to use the python-3.11.6 notebook package.

Resolves #3352

Able to build this with my mac using docker
"docker build ."

TODO: Make a separate PR that just updates calitp-data-analysis with updated dask versions. Then rebuild jupyter-singleuser image.
