Add new bit "LMS_acc_en" to the hw_config register to report availability of LMS accelerator.
Update HW_REV_ID with a new value for 1.1, adhering to a backwards-compatible bit-map defining sub-fields for major/minor/patch version.
Add a smoke_test to report on correct behavior of hw_config and hw_rev_id registers.
Resolves #391
Depends upon completion of #483 and requires lint update merge
