Adds instructions to
README.mdfor using the Fulcrum Python template to generate a Python toolkit for use within the workflow(s).Adds instructions on setting up the GitHub repository following Fulcrum best practices and using the Python toolkit GitHub action workflows. Unfortunately this requires moving a file up a level as GitHub only searches the
.github/workflowsfolder for actions.
