"Wake up" fixes for Roomba 500 series #29

fixes issues with Roomba 500 series. It wasn't possible to wake up Roomba from sleep at all. Tested on Roomba 595 + ESP12E
now it is possible to send new command while roomba is in non-stopped status
declare force dependence on 5.13.4 version of ArduionJson. Without that platformio uses latest ArduinoJson that is 6.., while current code isn't compatible with version > 5..
