improve importing data from eda bulk download files #28

the idea here is that well be keeping track now of the raw data/ download files used to create our MbioDataset objects for all curated datasets. that will go in data-raw, along w an R script to automatically generate MbioDataset objects from those files. this should make it easier to track data provenance and apply systematic changes to our curated datasets.

im gonna add writing some real unit tests for the data to the todo list here. now that this is a mostly automated process, it seems more urgent.
