What this PR does / why we need it:

Add a proposal for enhancing edge autonomy, the main points are as following:

1. Executing Pod Eviction During Node Failures
2. Full Compatibility of Edge Autonomy Capabilities with Kubernetes
3. Optimization of Node Data Cache Exception Handling
4. API Changes for Edge Autonomy

Does this PR introduce a user-facing change?

The current Annotation used to enable autonomy, node.beta.openyurt.io/autonomy, will be deprecated and eventually removed in future versions. Users will need to configure the new node Annotation: node.openyurt.io/autonomy-duration to enable autonomy.
