Feather or Feather Wallet is a third-party open-source Monero desktop wallet. Its website is here with a download page, its GitHub here. It also has its dedicated subreddit.
Technically it's very similar to the Monero GUI Wallet, written using the Qt framework, JavaScript and C++. It does not interface directly with wallet2 either but uses Monero's "Wallet API".
Regarding seeds it's a little special as beside standard 25 word Monero seeds it also implements 14 word seeds (see Polyseed).
