Whoever wants to be the owner of the pypi package needs to set up a project https://docs.pypi.org/trusted-publishers/creating-a-project-through-oidc/. I'm happy to do it if that would be helpful.

Address #6 (though ideally there would also be an update to the conda package so that it could also be used on osx)

Hi @sfc-gh-zblackwood We are working with the Snowflake release engineering team on this. In order to upload dist files with the official Snowflake PyPI account, we must use the existing Jenkins PyPI workflows. This GitHub workflow will not be sufficient.

We have upload to PyPI with the test.pypi.org repository, and there is an artifact there that you can take a look at:
https://test.pypi.org/project/snowflake-telemetry-python/

We are planning to release the snowflake-telemetry-python 0.4.0 release to the official PyPI repository.

Close without merging, because releases to PyPI by official Snowflake account must go through an existing Jenkins workflow.
