What is this paper? It's the first paper describing the fourth series of compounds examined by the Open Source Malaria Consortium
Who are the authors? Anyone and everyone
If I can read all this online, how can you then publish it? Having a paper in the public domain before submission to a journal is no longer that unusual - think of the growth of the arXiv preprint server, for example.

All the files associated with the paper are also public domain, and are contained in the repo you're looking at - click on the "code" tab above. You should be able to download a file, modify it and then upload the modified version. Don't keep files on your local machine for long - upload everything you do.
Do I need to install the desktop version of Github to contribute? Only if you're going to be doing a lot of contributions. If you want to tweak the paper and modify a few files, you shouldn't need to.
