Header is on row 4:

    conversion:conversion_process [
        conversion:enhance [
           ov:csvRow 4;
           a conversion:HeaderRow;
        ];

The row specified by conversion:HeaderRow becomes the #H when using template variables to construct new values. If none are specified, then then #H is 1.
